Why Chrome shows a diagnostic-access notice
TabVitals uses Chrome's diagnostic interface while X-Ray runs so it can connect available memory information to tabs you recognize.
The connection is temporary and local.
The diagnostic connection is used during the scan and released afterward. TabVitals does not use it to upload your page content, passwords, cookies or browsing history.
What the permission is for
Standard tab information alone cannot provide the clearer memory view X-Ray needs. Chrome therefore displays a notice when the diagnostic interface is used.

How does TabVitals measure memory?
X-Ray asks Chrome for available tab and process diagnostics, then matches useful readings to recognizable tabs. When Chrome cannot safely attribute a full process to one tab, TabVitals avoids presenting that shared process as if the whole number belonged to a single page.
Active, pinned, audio and Always Awake tabs are excluded from bulk sleep candidates. Technical timeout or skipped-tab details belong in support diagnostics, not in the normal scan experience.
Advanced technical details
TabVitals uses Chrome's debugging interface during X-Ray. It can use renderer or process memory where a safe tab mapping is available. JavaScript memory may be treated only as a conservative lower bound rather than the tab's complete RAM use.
Shared processes are not counted in full toward one sleeping tab. This prevents the recoverable-memory total from being overstated.
